Enrriko Kapiti holds the position of Director of the e-Learning Department at the Albanian School of Public Administration-ASPA. Previously, Mr. Kapiti held the position of Chief of Quality Sector, in the same institution. He holds a MSc in Administrative and Constitutional Law from Faculty of Law, University of Shkodra “Luigj Gurakuqi”, and a Master (120 ECTS) in Public Administration, Faculty of Economic, University of Tirana. Later on he pursued his post-master study in EU Law and Economics at Riga Graduate School of Law in Latvia.
Previously, Enrriko has been part of Civil Servants at Prime Minister’s Office in Albania and Department of Public Administration (DoPA) which was characterized by a very dynamic working environment that gave him the opportunity to have a deep understanding of the basic functions of public administration procedures, including policymaking and legislation drafting, strategic/operational planning, collecting and processing of data, monitoring reports drafting/National Plan for European Integration, the implementation of Regular Impact Assessment (RIA) methodology in Albania and Public Administration Reform.
Since 2018 he has been certified from the prestigious Institute of Public Administration in Ireland as Training of Trainers (ToT).
Enrriko is author and co-author in some papers in the field of Constitutional Law in relation with constitutional changes of 2016 and the Public Administration Reform in Albania, awarded by the distinctions editorial member’s board. Moreover he participated in many conference/training and summer schools with focus on: Harmonization of Economic and Trade Legislation with EU acquis, Regulatory Impact Analysis (RIA), Drafting and Harmonization of Legislation, Good Government, Human Resource Management, eGovernment, ect.
Enrriko has both the professional and academic background to fully support ASPA staff.
