Ardit Gabili is a dynamic professional with a proven track record in leadership, quality assurance, training management, EU integration, and Human Resource Management (HRM). Currently serving as the Director of Quality Assurance and Evaluation at the Albanian School of Public Administration (ASPA), Ardit plays a pivotal role in shaping the institution's strategy for learning and development interventions, designing and implementing new courses and programs at ASPA. He oversees the recruitment process of trainers, coordinates a network of experts, and acts as the primary contact point for national and international collaborations.
Ardit has held sdifferent roles within central institutions in Albania, notably in the Prime Minister's office, specifically near the Department of Legislation, Monitoring of Programs, and Anticorruption. He was involved in various work processes related to policy making, monitoring of government legislation/programs, and the National European Integration Plan. Later, he was contracted by the "United Nations Development Program" UNDP, as an advisor at the Ministry for Europe and Foreign Affairs in the field of European Integration. Ardit joined ASPA in 2018, initially focusing on human resources and finance, then transitioning to a training manager, and eventually leading the quality assurance unit.

Academic Background
Ardit holds a Master's degree in Economic Engineering from the Polytechnic University of Tirana and has completed various certifications, including EU Law for Non-Lawyers, Training of Trainers, Project Maanagement, Policy-making, EU topic and Leadership. He has participated in different training programs across several European Union countries, including sessions near the European Parliament in Strasbourg and in other countries such as Louxemburg, Paris, Germany, Italy, Poland, and Turkey, covering topics such as project management, good governance, and policy making.
In 2018, he successfully obtained certification as a trainer of trainers (Training of Trainers ToT) from the Institute of Public Administration in Ireland, one of Europe's most prestigious schools for the professional training of public administration officials. It's also noteworthy his continuous contribution to the parliamentary and local elections as a trainer at the Central Election Commission CEC, managing and monitoring the election processes in various areas of Albania.

International Experience
Ardit's dedication to professional development is evident in his active participation as panelist/expert in conferences related to public administration and talent management. As a recpeient of the Programme Young Cell Albania, Ardit is currently engaged in professional endeavors, in a prestigious European public institution specializing in training in Europe, at the Institut National du Service Public, INSP in Paris. In this capacity, he is directly involved in addressing key issues pertaining to talent management, employer branding, retention policies within public administration, and the development of learning programs. Recently, Ardit was a panelist at the "Western Balkans Ministerial Conference on Public Administration Reforms" and contributed expertise to the online conversation on “Talent Management in Public Administration" hosted by the Regional School of Public Administration RESPA. Additionally, he participated as an expert in the "Quality of Professional Development in Public Administration" roundtable in Belgrade, Serbia, hosted by The National Academy of Public Administration. Moreover, he significantly contributed to the "La formation et l'amélioration de la performance du service public" roundtable in Tunis, Tunisia, focusing on enhancing the quality of public administration and addressing challenges in training and performance landscapes, invited by Institut National du Service Public (INSP), Paris.

Publication
Ardit is committed to advancing public administration and fostering sustainable development. In 2023, he authored a groundbreaking publication titled "Training Impact Assessment in Albanian Public Administration", offering insights into training program effectiveness. He also co-authored a study in the same year titled "Digitalization in Training of Public Administration Personnel", emphasizing the role of technology and international collaboration for improved public services. This collaborative study analyzed challenges of digitalization due to globalization, European and international trends, and concepts of training in public administration, involving institutions responsible for professionalizing the public administration human resource in the Balkan region.

Other Engagement
Beyond his professional endeavors, Ardit is passionate about promoting human rights and has actively participated in voluntary projects and initiatives. He has chaired the Sweden Alumni Network Albania (SANA), where he promotes alumni engagement and contributes to human rights and SDG Goals. In 2019, he was honored by ASPA with the "Honor of the School 2019" for his contribution during the November 2019 earthquake in the Thumana area.
