Mr. Oltjon Muzaka was born in Tirana on December 20, 1987.
He completed his higher education in private law at the University of Paris I Panthéon-Sorbonne, France. He holds two Master's degrees from the same university: “International Business Law” and “Comparative Law,” as well as a Master of Science in “Public Administration” from the Faculty of Economics at the University of Tirana.
He has extensive experience in the field of international arbitration and foreign investments, gained while working as an associate at the law firm “Derains & Gharavi” in Paris. Mr. Muzaka obtained his lawyer's title from the Bar Association of Tirana in 2013. Since 2013, he has been involved in teaching at several universities in the country, covering subjects such as “Commercial Law,” “International Business Law,” and “Private European Law,” among others.
From 2015 to 2017, he was part of the working groups of the Technical Secretariat established by the Special Parliamentary Commission on Justice Reform.
Mr. Muzaka worked as a legal advisor at the Prime Minister's Office in the Department of Legislation, Program Monitoring, and Anti-Corruption (2014-2016). From 2016 to 2017, he served as the General Director of the Department of Administration and Services at the Prime Minister's Office.
Before taking the position of Director of the Albanian School of Public Administration, he held the role of General Director at the Agency for Agricultural and Rural Development (2023-2024), as well as Secretary General at the Ministry of Agriculture and Rural Development (2021-2023), the Ministry of Finance and Economy (2020-2021), the Ministry of Education, Sports and Youth (2019-2020), and the Ministry of Culture (2017-2019).
