ASPA in collaboration with the Hague Academy

🤝 The Albanian School of Public Administration (ASPA), in cooperation with The Hague Academy for Local Governance and the Netherlands Helsinki Committee, for the Matra Training Programme on the Rule of Law.
This programme aims to strengthen institutional capacities in the field of the rule of law in Albania, Armenia, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Türkiye, and Ukraine. The trainings are delivered in a hybrid format, combining interactive sessions, practical skills, and study visits, and offer participants the opportunity to become part of an international alumni network and public institutions.
The programme is implemented by the Netherlands Helsinki Committee, the Faculty of Law of Leiden University, and The Hague Academy for Local Governance, with funding from the Ministry of Foreign Affairs of the Kingdom of the Netherlands.
1️⃣ Judicial Cooperation
This training focuses on cooperation within the justice sector at both national and international levels, including: recognition of foreign judgments, transfer of suspects, enforcement of sentences, alternative sanctions, and cooperation with public administration and civil society.
🗓️ Dates: Online: 11–22 May 2026 | In-person: 01–12 June 2026
🎯 Target group:
English-speaking professionals holding mid- or senior-level positions in state institutions who are engaged in national and international judicial cooperation. Applications are particularly welcome from professionals working on: recognition of foreign court decisions, transfer of sentenced persons, implementation of EU standards, and alternative sanctions to imprisonment. Participants are expected to contribute actively and apply the acquired knowledge within their institutions.

2️⃣ Public Service Management
This training addresses the effective organization of the public sector for the delivery of quality services, multi-level governance, challenges of decentralization and privatization, financing, digitalization, and public personnel policies. It emphasizes the importance of transparency, participation, and accountability in public service delivery.

🎯 Target group:
This training is dedicated to mid- or senior-level civil servants working in the public sector who are interested in improving service delivery. It focuses on effective public sector organization, public administration reform, multi-level governance, decentralization, public–private partnerships, service financing, and digitalization. The training also highlights the importance of human resource management, transparency, participation, and accountability mechanisms in delivering quality services.
