Dr. Vilma Tomço, since 2017, holds the position of General Director of the National Authority for Electronic Certification and Cyber ​​Security, contributing to national cyber security policies, through the National Strategy for Cyber ​​Security (2020-2025), regulating the legal framework as well as increasing cyber security in the Critical and Important Infrastructures of the country.

From 2013 to 2017, she held the position of Director of the European ICT Agenda Department, renamed “Innovation and Good Governance”. During this period, she has contributed and led the process for drafting the National Strategy “Digital Agenda of Albania 2015-2020”, contributing to the implementation of innovative policies in the country and the development of the innovation ecosystem.

She completed her higher studies at the Faculty of Natural Sciences, University of Tirana in the period 1984-89. She holds the “Doctor” degree in Information Systems with the topic “Evaluation and implementation of e-Government in developing countries. The case of Albania: The model of public services for citizens”. She has contributed with a number of scientific articles and papers presented at national and international conferences, and has participated in several discussion panels on cyber security issues, etc.

Previously, she has 24 years of experience (1989-2013) in the telecommunications sector, holding several positions such as: specialist in the IT development department and further as director of the IT Department, director of the Systems Department, etc. She has led several projects such as the implementation of the Internet in Albania; the development, construction and implementation of billing systems and customer care, worth over 1 million Euros, etc.

Since 1989, she has been a lecturer at the Faculty of Economics and several other public and non-public universities, contributing to the education of students in the areas of Innovation technology, ICT audits, as well as cyber security.

Contributing and supporting initiatives such as Albanian Cyber ​​Academy Women in Technology, Women for Cyber, Protect online children, etc.
